What Is It?
Your browser's cache is used to load often visited websites more efficiently. It can sometimes mistakenly store wrong, or single-use instance information about a website causing the website to fail when loading. Your browser's cookies are used by websites to give them information about you (ex. how many times you've visited the site).

Anyone with a web browser.
Where Can I Access It?
In most browsers, you can use the shortcut CTRL+SHIFT+DELETE to bring up the clear history menu. Make sure that Cookies and Cache are selected then delete.
